Notice of the State Council on Issuing the National Health Plan for the 15th Five-Year Plan Period

The State Council has released the National Health Plan for the 15th Five-Year Plan Period (2026–2030), setting out China's strategic roadmap for the next phase of healthcare reform and implementation of the Healthy China 2030 agenda. 

The Plan establishes wide-ranging priorities across the healthcare sector, including stronger public health governance, digital and AI-enabled healthcare, pharmaceutical innovation, accelerated approval pathways for innovative medicines, expanded access to advanced therapies, and deeper integration of traditional Chinese and Western medicine. It also places significant emphasis on strengthening primary healthcare and improving the quality and resilience of healthcare services. 

As China's principal healthcare policy blueprint for the coming years, the Plan offers important insight into the future regulatory and industrial direction of the country's pharmaceutical, medical device, and healthcare sectors.
