The National Medical Products Administration (NMPA) has adopted the Procedures for the Review and Approval of Applications for Conditional Marketing Authorization of Pharmaceutical Products, effective 22 April 2026, introducing a more structured and transparent framework for China's conditional approval pathway.
The new regime strengthens early regulatory engagement, clarifies procedural requirements for applicants, and reinforces post-marketing obligations through confirmatory studies, enhanced regulatory oversight, and lifecycle evidence generation.
The Procedures further consolidate China's evolving regulatory framework for innovative medicines, balancing accelerated market access with rigorous evidence generation and continued regulatory supervision.
